Tobias Whale worked his way up from the rackets to head of The 100's Metropolis chapter. When schoolteacher Jefferson Pierce spoke out against The 100's drug trafficking, Whale decided to make an example of one of his students. Seeking revenge for his murdered student, Pierce became a vigilante and called himself "Black Lightning."
